Little High Neighborhood News

The Little High Neighborhood in Charlottesville, Va
The Little High Neighborhood was originally formed in the early aughts, just before the area between East Market Street and East Water Street / Carlton Road had more than a handful of residential units. Institutional memory not being a strong suit of volunteer run organizations generally, subsequent LHNA boards were unaware of the need to adapt to the rapid growth of the area so it wasn't officially incorporated in the neighborhood until 2023.

Our sidewalks suck — update April 2024 — LESS

March 23, 2023

Construction and maintenance of sidewalks is one of the most basic responsibilities of any city government. But generations of Charlottesville city leaders have neglected this mundane yet absolutely essential job. The Little High neighborhood association and many neighborhood residents have been asking city officials for years to help make our neighborhood more walkable by building more and better sidewalks. We’re still waiting.

Providing for this basic infrastructure need is especially important now because of the City’s pledge to sharply reduce carbon emissions within just a few years and because the new zoning plan will increase housing density. More people mean more cars no matter what the pious wishes of city leaders may be and more cars and more people mean it’s no longer going to be safe to walk in the roadways as we have long been accustomed to doing. The slideshow below highlights the many areas of our neighborhood where sidewalks don’t exist, end abruptly, or are inadequate and not compliant with ADA standards (among other things, ADA standards require sidewalks to be a minimum of 3 feet wide).

  • 12th Street near Little High
12th Street between Little High and Meriwether streets. The lack of sidewalks is a very great disservice to the elderly, children, parents pushing a stroller, and everyone else who isn't able to quickly get out of the way of an oncoming car.

  • City sidewalk project November 2023
The city of Charlottesville is building a very short stretch of sidewalk in front of 1430 East High street (not in the Little High neighborhood but just a few blocks away) in November 2023. We applaud any and all new sidewalk construction wherever it happens in the city.

East High. Where some stretches of sidewalk nominally exist, they are often too narrow for wheelchair or even stroller access very difficult. ADA standards require sidewalks to be a minimum of three feet wide.

Neighborhood Garden Project Needs Donations

July 27, 2022

The neighborhood association is helping our neighbors at the Mews create a few small gardens in various spots around that property. So far these small neighborhood gardens have morning glories, zinnias, irises, cosmos, marigolds, nasturtiums, and sunflowers. Herbs include lavender, lemon verbena, Corsican mint, Greek basil and oregano, sage, rosemary, thyme, western wood sorrel, and Thai basil. There are also two climbing bean plants, tomatoes of 3 varieties, peppers, and  squash and they would like to add blueberry shrubs and fruit trees like apple, fig, etc. Everything is landscaped and decorated creatively — except for the climbing vines which need work!

The Mews gardens have several specific needs at the moment:

  • a picnic table
  • fire pit and grill
  • a wheelbarrow or wagon or cart
  • 5 gallon buckets
  • a rainbarrel
  • an internal composter with a way to turn it over
  • a super small shed for storing tools
  • native fill dirt, sand, pebbles, and bamboo, compost, growing medium for container gardening
  • another vegetable bed that would be planted with seasonal produce
  • and volunteers/donors to create signs and flyers as well as work on beds weeding, watering, etc…

The Mews gardeners would also like shade trees in back to replace several elms lost to disease or because of damage they caused to roofing.

Contact Rita Fravel at ooo.ritaf@gmail.com if you can help or have items to donate.

Concerns about the Central Water Line Project

June 5, 2022

On Tuesday, June 21, Charlottesville City Council will discuss the Central Water Line Project, a multi-year project devised in part by the Rivanna Water & Sewer Authority (RWSA) to improve the basic infrastructure of our local water system. Part of the project involves putting in new water pipes running through (which will require digging up)  10th and/or 11th streets between East Jefferson and East High streets.

Various residents have expressed two general concerns: [Read more…]

Boyd Zenner, 1952-2022

May 2, 2022

What Happened

On April 5, one of our neighbors died while walking her beloved dog, Juno. Boyd Zenner, 70, lived on 12th Street for over 30 years. She was recently retired from her career as an aquisitions editor at the University of Virginia Press. Since there have been questions in the neighborhood about the details of her accident, we are posting this explanation followed by an obituary describing Boyd.

Boyd was walking her dog early on April 4the on East Jefferson Street. A nice man was walking toward them with his dog when Juno leapt eagerly to greet them pulling Boyd off her feet in such a way that she landed on the back of her head. There was a witness named Linda running by who took both dogs from the man so that he could administer help to Boyd until the ambulance arrived. Unfortunately, she sustained an injury to her brain she would not be able to recover from. She had many, many close friends including her best friend Ros who lives around the corner. Many thanks to Linda who took care of her dog and to the man who cared for her until the medics took over. [Read more…]

The Vue: New Development Project at East Market & 11th Streets

April 28, 2022

Note: The following is reprinted with permission from a story by award-winning independent local journalist Sean Tubbs. This story first appeared in Sean Tubbs’s newsletter,  Charlottesville Community Engagement which is an invaluable resource for anyone trying to keep up with local news.

Former UVA basketball star part of redevelopment project at 1101 East Market Street

Townhouse development plan on East Market Street, Charlottesville, VAA former University of Virginia basketball player who also played in the National Basketball Association is part of a development team that seeks to build eleven townhouses in downtown Charlottesville.

“Just excited to be back in town and on about the progress with this project,” said Sean Singletary, who played for UVA in the mid 2000’s. “Ever since I graduated from school here, I’ve always wanted to move back here and just give back to the community. Charlottesville and UVA have done so much for me.”

A preliminary site plan has been filed with the city of Charlottesville to build several townhomes in the Little High subsection of the Martha Jefferson neighborhood [sic!] at the intersection of East Market and 11th Street.

In all, 11th Street Partners seeks to consolidate four lots into one before building ten townhomes. Several existing structures on those properties would be removed, but a house at 1103 East Market Street would remain as it is not part of this project and is owned separately.

As part of this plan, the house at 1101 East Market Street would be replaced with a new structure. [Read more…]
