The Vue: New Development Project at East Market & 11th Streets

Former UVA basketball star part of redevelopment project at 1101 East Market Street

Townhouse development plan on East Market Street, Charlottesville, VAA former University of Virginia basketball player who also played in the National Basketball Association is part of a development team that seeks to build eleven townhouses in downtown Charlottesville.

“Just excited to be back in town and on about the progress with this project,” said Sean Singletary, who played for UVA in the mid 2000’s. “Ever since I graduated from school here, I’ve always wanted to move back here and just give back to the community. Charlottesville and UVA have done so much for me.”

A preliminary site plan has been filed with the city of Charlottesville to build several townhomes in the Little High subsection of the Martha Jefferson neighborhood [sic!] at the intersection of East Market and 11th Street.

In all, 11th Street Partners seeks to consolidate four lots into one before building ten townhomes. Several existing structures on those properties would be removed, but a house at 1103 East Market Street would remain as it is not part of this project and is owned separately.

As part of this plan, the house at 1101 East Market Street would be replaced with a new structure. [Read more…]

City Council Hearing on Comprehensive Plan on Nov 15

November 5, 2021

Where we are in the rezoning process

At the October 12 joint public hearing, the Charlottesville Planning Commission voted unanimously to recommend that City Council adopt the new Comprehensive Plan with four amendments.

City Council will hold a public hearing and First Reading of the Comprehensive Plan on Monday, November 15, starting at 6:30pm.

The FLUM as Applied to the Little High Neighborhood

The Future Land Use Map (FLUM) shown below is the most recent version (released October 5, 2021) of the changes soon to be voted on by Charlottesville City Council. The Future Land Use Map is the legal and binding document upon which a new and more detailed zoning map will be drawn, so it’s very important to know and understand what’s in it. We encourage ALL neighborhood residents to get involved, regardless of your position on the proposed changes.

The Little High neighborhood has six land use categories applied to it. The descriptions of each of these six categories are taken verbatim from documents provided by  Cville Plans Together.

The October 2021 draft of the Future Land Use Map as it applies to the Little High Neighborhood

General Residential

Up to 3-unit dwellings including existing single-family splits, accessory dwelling units (ADUs), and new housing infill. Zoning ordinances will consider ways to support townhomes in this category on a site-specific basis. Allow up to 4-unit dwellings if the existing structure is maintained. Heights up to 2.5 stories but additional units and height are allowable under an affordability bonus program or other zoning mechanism.

Medium Intensity Residential

Applied to Meade Ave and the very bottom of E. Jefferson and Little High

Up to 4 stories.
Allow small, “house-sized” multi-unit buildings (up to 12-unit dwellings), accessory dwelling units (ADUs), cottage courts, and rowhouses / townhouses. Utilize a bonus program or other inclusionary zoning mechanism to support affordability.

Higher Intensity Residential

Applied to the Mews

Up to 5 stories.
Multi-unit housing (13+ units per lot). May include large and/or smaller-scaled buildings. Limited ground floor commercial uses are encouraged. Requirements for affordability to be determined in the inclusionary zoning study, following the adoption of the Comprehensive Plan.

Neighborhood Mixed Use Corridor

Applied to E. Market St, 10th & 11th St between E. Market and Little High, and dipping below 11th St on both sides of E. Jefferson

Up to 5 stories
Commercial, employment, and residential uses (including small multi-unit and live-work unit buildings). Include an inclusionary zoning mechanism to support housing affordability.

Urban Mixed Use Corridor

Applied to the other side of E. Market; 10th & 11th between Little High & E. High St; both sides of E. High St; both sides of Stewart St; Meade Ave to E. High

5 stories, up to 8
Commercial, employment, residential. Include an inclusionary zoning mechanism to support housing affordability.

Urban Mixed Use Node

Applied to 9th & 10th St

Up to 10 stories
Commercial, employment, residential. A mix of uses in the same building (“vertical mixed use”) is encouraged. Include an inclusionary zoning mechanism to support housing affordability.

October 11 – City Council and Planning Commission – Comprehensive Plan Discussion

In advance of the joint hearing on October 12, Planning Commission and City Council will gather on October 11 for a discussion about the Comprehensive Plan from 12-2:00 pm.

All are welcome to view this session, which will also be recorded and shared.

October 12 – Planning Commission and City Council Joint Public Hearings

Charlottesville Planning Commission and City Council will hold a Joint Public Hearing on Tuesday October 12, 2021 beginning at 6:00 pm.

(Note: The regularly-scheduled Planning Commission meeting starts at 5:30 pm, with a pre-meeting at 5pm. The Public Hearing begins at 6:00 pm.)
